Kèr Shmirizām (Shmiri /zəˑm/ [shame; stigma] [ancestor; forefather]) is a subtropical Town located in the Màvēvāv Region of the Tetbur Commune.

The name Kèr Shmirizām is derived from the Tauric language, as Kèr Shmirizām was founded by Êyegarëg̈ Lilàbíh Pughankland, who was culturaly Tauric.

Climate

Kèr Shmirizām has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a warm 27°C (80°F). Kèr Shmirizām receives an average of 260 cm/y (102 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Shmirizām covers an area of nearly 6 km2 (2 mi2), and an average elevation of 2582 m (8471 ft) above sea level.

Overview

Kèr Shmirizām was founded durring the late 14th century in summer of the year 1272, by Êyegarëg̈ Lilàbíh Pughankland. The establishment of Kèr Shmirizām suffered from many setbacks, delays, and obsticles, most notably a group of Kèr Shmirizām which required millitary assistance exterminate before the community could finish being built.

Kèr Shmirizām was built using the conventions of Tauric durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Shmirizām is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Kèr Shmirizām is buildings are arranged arround a single premissive packed earth mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. Astonishigly, the robustly designed timber walls are in pristine condishion, as if they had just been finished before you laied eyes upon them.

Kèr Shmirizām has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Kèr Shmirizām ’s existence has dried up and the town is drifting down the stream of history as it dries up. The people are clearly worried about something, and everyone is either wearing a weapon or has one close at hand. Your gut tells you it’s not mere fate which has caused this town to begin failing...

Civic Infrastructure

Kèr Shmirizām has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Shmirizām. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Shmirizām's parks.

Kèr Shmirizām has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Shmirizām.

Kèr Shmirizām has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Shmirizām has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Shmirizām has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Shmirizām's public wards, blessings, and other arcane systems.

Kèr Shmirizām possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Shmirizām has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Shmirizām's natural decorations nor waterways.

Kèr Shmirizām has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Shmirizām has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kèr Shmirizām's garrison was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.

Kèr Shmirizām's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves creating small tokens to channel Conjuration energies of tier 1 via throat chanting.
